Duties Of Position: Coordinates development, submission and/or acceptance of all City grants, including preparing municipal orders and ensuring compliance with all applicable federal/state regulations along with impact on City operations; maintains files for City audit review. Administers the Community Development Block Grant Program as specified in federal regulations; prepares environmental review records, coordinates public hearings, issues request for funding applications, conducts technical review of applications, works with subrecipients to ensure successful implementation of projects, performs reporting requirements in IDIS (on-line HUD reporting system), prepares year end CAPER (Consolidated Annual Performance and Evaluation Report); prepares required financial reports for HUD. Administers the FTA Section 5307 Grant and other transit related grants; prepares yearly grant application; bids transit service; coordinates grant administration with transit provider; ensures all federal regulations are adhered to, acts as liaison between FTA, State Office of Transportation Delivery, and the transit provider; prepares and submits monthly reimbursements to FTA. Assists City auditors with the preparation of the yearly Schedule of Federal Expenditures for all City grants, to include verifying amounts spent, CFDA numbers, contract/subcontract numbers and awarding agencies. Assists with financial administration of funded transportation grants for the Greenways Commission.
Job Requirements: Bachelorâ€™s degree in Public Administration, Business Administration, Urban Planning, Grants Administration or related field required (Masterâ€™s degree in Public Administration preferred), with three to five years of administrative experience required including experience developing and overseeing grant proposals and identifying various funding sources (or related); or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Experience with administering CDBG required; requires CDBG Administrator certification within one year of employment.
Starting Salary: Pay Grade 121, $44,858/yr; ($21.56/hr), plus a full benefits package
Work Hours: 7:30 a.m. â€“ 4:30 p.m.; Monday through Friday with possible overtime
